The Luzerne County Transportation Authority provides bus service in Wilkes-Barre, Pittston and 29 other municipalities in northern Luzerne County using a fleet of Gillig Phantom and Advantage buses.  The buses operate Monday to Saturday, except major holidays, and meet at the Public Square at the intersection of Main Street and Market Street in downtown Wilkes-Barre.  Riders can make connections with COLTS in Pittston and the LCTA offers service to Mohegan Sun at Pocono Downs, also served by COLTS.  In addition, the special Transportation Efforts Program (STEP) is available in the General Service Area of the LCTA.  STEP permits approved disabled persons to ride on vans operated by the Luzerne/Wyoming Counties Department.  In total, the LCTA serves a population of about 320,000 people.

711 was spotted parked at the Public Square on Sept. 5, 2008.  This bus is one of the few painted in the new LCTA livery, which is reminiscent of the older paint scheme used back in the 1980s on buses such as the GM New Look.  This livery is also used on the new Gillig Advantage buses.
